cpu underclocking/weird bios warning message

Hi all. I finally got my new box built yesterday, and powered it up to see what the bios had detected for hardware. I first noticed that my CPU had been detected as clocked at 1100 MHZ, which 
is exactly 1100 MHZ off. I purchased an XP3200, which should be clocked at 2200 MHZ as far as I know. I know that possible reasons for this are the FSB being set incorrectly, however according 
to my motherboard manual, if the jumper is uncapped it should be able to support anything that operates above 266 up to 400 MHZ. And as far as I know the jumper is uncapped. Could it also be 
the vcore isn't set correctly? I also got a warning message that said something like: "80-conductor cable not installed." I remember it saying that pretty much right below where it printed 
that it was attempting to find the hard disk. Could the fact that I used a round cable have to do with it? Bc it managed to find my TDK CDRW drive that's on a regular ribbon. The round cable 
that I have has 3 connectors on it...As far as I know, the 2 end connectors are supposed to connect to the IDE controller and the master device, and the middle connector to any slave devices? 
Assuming that is correct, I will have to check if I may have messed that one up. Does anyone know of any othe reasons I may be getting that warning message? Btw the board I have is an Asus 
A7n8x-x, with an Award bios on it. Thanks!
