I was able to add a USB drive, and mount it without restarting the
server. 
As to the USB keyboard, I unplugged it from one usb port and back into
another one on-the-fly without encountering any problems. 

In fact, Linux recognized that the harddrive was using USB2 when it was
plugged in.

The key, as far as I understand it, is to have USB and everything
associated compiled either into to the kernel or as modules. This will
eliminate unforeseen errors.
