I think there is directive that can turn .htaccess on or off. It might be
off for cgi-bin. You will have to make s small trip to the manual. I can't
help because I use MYSQL authentication, which was a nightmare to get
working especially since I use SQL tables from Drupal.

Well, nothing happens, which is just it. The cgi just runs without the
user having to authenticate first, it's as if the .htaccess file
wasn't there.
