scandisk in itself doesn't do all that much to msdos 7 to degrade it other
than replace chkdsk, it's more the other things that were ripped out of
dos between dos 6.22 and 7.00 and beyond that make the degradation really
obvious especially to anyone using ethernet equipment.  qbasic for screen
reader users could be considered another degradation especially compared
to gwbasic in terms of screen writing by default.  The edit editor is
another degradation since it replaced edlin too.  Same reason as qbasic.
Fortunately it's possible to have edlin work after doing a little work
with setver on dos 7 or I'd have trashed windows even earlier.
