writing a script for slowing down Speakup

Hi there,

I am wondering if there would be a way to write a script that would
automatically take effect whenever I reboot Linux.  The Debian kernel I am
using here has set rate to 8 but I don't always like it that way and would
rather have it a bit slower then if I want to push the rate myself I can.
