backspacing in emacs question

Well, this may not be related to Emacs, but I have seen on some UNIX and
Linux systems that the Backspace function does not work properly.  Sometimes
this is global across all applications, but it can be confined to a local
environment.  In any event, what is required is to press CTRL-H to backspace
something.
