By secure web pages, I assume you mean pages that start with
https://. If this is what you mean, then this is more an apache
configuration issue, rather then a web page creation issue.

I'm not sure I understand the second part of your question. However, I
think you're asking how you continue to serve secure content once
you've started serving it to a client. In my experience, all that's
required is that your links on the web page in question have https
urls, instead of http urls, and that should do it.
