rr at least likes to block some ports depending on the section of their service area that you're in in other areas, you can lose your account for running some services

 A lot of the reasons that isps block ports like that is mainly do to problems withtrojans/exploits and also that they don't want you hosting web and mail because it takes away from their business.:p
