FTP Servers And Security

Does anyone know of an FTP server which supports download credit feature to enable ratio based usage e.g. with upload the user gains credit and with download the credit is used.

Maybe this is off topic here but can't you just set the permissions on the
uploadable directories and put stuff you don't want others to see elsewhere?
