It's available.  The version with no moving parts is an older model based
on a board with sdram and 533mhz cpu.  I am not sure about the new board
with the 600mhz processor.  That may also not use a fan.  However the
800mhz and up parts all seem to have fans on them.  Check out
www.newegg.com for such a board if you want one.  Also
www.tomshardware.com had a review of them.  Finding a case for them seems
to be harder and more expensive then it should be.  The boards with cpu
are $95/$180.  All the micro itx cases I've seen have been $70 and up.
The form factor is called micro itx and it is very small.  There are some
micro atx cases that you can mount a micro itx board in.  They use
standard atx power.
