modem issues

Hi
Here is the deal from my kernel messages
ttyS0 does not show up
Serial driver version 4.27 with no serial options enabled
ttyS01 at 0x02f8
(irq = 3) is a 16550A
ttyS03 at 0x02e8 (irq = 3) is a 16550A
ttyS2 has my ltlk on it 
which is com3.
Nothing is on ttyS1 which is on com2
my modem is on ttyS3 com4
when I run isapnp because I thought maybe that was the trouble it finds the
board and assigns it to 
port 0x3f8 irq4 enabled
I do not know if I needto use isapnp at all because if I do not specify a
ser=x for speakup it tests the port that the modem is on because I briefly
hear it pick up the line.
I'm completely baffled.
The modem is identified as:
usr2050 U.S. Robotics INC. sportster 33.6  fax internal
