Well, before you worry about changing speakup first you need to get
Linux working in German.  I think you'll want to find the linux
Deutsch howto.  You should be able to find it at www.linuxdoc.org.
There is a whole lot of howto's aimed at different aspects of linux.
I believe there is one for using international languages.
