Talking Linux installation

I have downloaded debian-2.2r2-speakup.iso and linux from ftp://linux-speakup.org/pub/speakup/disks/debian/potato to the root directory of my drive D. I have created a batch file, (as follows), in the root directory of my Windows 98SE drive C
d:
debian-2.2r2-speakup root=/dev/hda2 speakup_synth=dectlk rw
Will the above give me a talking installation of Debian Linux on my D:? Should I replace debian-2.2r2-speakup with Linux?
