Please clarify my doubt

I am a visually disabled user mailing from india.
All these days I used microsoft windows 98 and Jaws.
Now I am planning to use Linux as it is becomming more accesible for blind.I have amd-k6 processor with 96 mb ram and creative 16 bit sound card.
If I purchase new hard disk can I Instal new Redhat Linux with the help of Speakup without any external synthesyser?
