Look at /proc/speakup, and play with the files there. It should give you an idea of how it works.

For example, to find out what your volume setting is, do the following without the quotes:
"cat /proc/speakup/volume"

To change the volume, say to 4, do:
"echo 4 >/proc/speakup/volume"
