Installing Debian with Speakup

In my c:\linux directory I have :debian-2.2r2-speakup.iso" and the following in a batch file in my root directory:

cd linux
dosutils\loadlin linux root=/dev/ram initrd=images-1.44/root.bin disksize=1.44

I can see something running when I power right down and choose "Command prompt only" from the safe menu. However, my July 1995 DECTalk Express on COM1 is silent. Why is the DECTalk Express not speaking?
