Cut down the bitrate as much as you can. This is assuming it doesn't
have to have good sound quality.

Hi. Is there a way i can send somebody an mp3 and make it small enough
to be a reasonable email attachment. the person I want to send to has
windows so I want to use something they'll be able to open and play.
