AFAIK, it is running just fine.  Speak freely uses UDP not TCP, so
telneting to port 4074 won't connect to the reflector.

The best way to determine if the reflector is dead is to connect with speak
freely then look at http://lwl.braille.uwo.ca/speakup.html and see if
you're listed.  If you're not, either the reflector or the LWL server are
down.  Note that the LWL server may take a minute or two to update, so
check the last modified time to be sure that there's a problem.
