new version of speakfreely for windows available

There is now a new version of the executable for the Windows version
of speak freely available in /pub/linux/goodies on the ftp site
(ftp.bumpy.braille.uwo.ca). The main difference is that this version
has the mixing code, so doubles won't be as much of a problem.  The
name of the file is speakfre.exe .
