version 0.10

Hi Kirk,

I have 0.10 and installed it without any problems. Terrific job! Very
smooth.

Question: what is the situation with loadspk/dumpspk 0.8? are they being
phased out now that the speech can be controlled through the /proc file
system? They still appear to work under 0.10 but do not seem to be
included with that package.
