Which suggests a sneaky possibility to me. Might it be reasonable to file 
a Sec. 255 complaint about these routers? I rather think so, and am 
contemplating just such a thing.

My rationale is that 255 clearly intends to support a requirement that 
one's ability to connect to the network must be accessible independently. 
Of course, the FCC speaks in terms of voice services, but we could be 
intending to do voice over IP, and these routers are clearly inhibiting 
our ability to connect--far more so than any cell phone.
