What is missing?

Did you have loadkeys when you compiled this kernel first time?
Loadkeys is required during the compile stage and if you didn't have
it installed at first then you'll need to at least do a make clean, at
worst you'll need to blow the tree away and start over.  That's not to
bad if you move the .config file to someplace safe before you destroy
the tree.
