a solution to dtlk/ltlk problems with 2.4 test kernels

Hi Josh:  I've discovered the problem and the fix for the DoubleTalk
card.  I haven't checked the fix in as of yet.  On the LiteTalk front,
I haven't figured out what's causing that condition.  I'd still like
to know why they work for me but others are having problems.  I also
heard from Bart this morning that the cvs and 2.4.0-test8 with the
Dectalk express is working fine.  Little by little we'll get these
straightened out.
