Announcing speakupconfig 0.1

speakupconfig is a script for easily customizing settings related to
Speakup and the speech synthesizer.  Currently it only supports a few
of the settings in Speakup:  the punctuation level, the speaking rate,
and the synthesizer's volume, pitch, and tone.  This is the first
release of speakupconfig, so it's not very polished, but I hope it
will still be helpful.
